發展資訊與代工產業：臺灣進入亞太地區市場（1991-2000）

因應臺灣勞力密集產業外移，1991年政府公布「促進產業升級條例」，選定十項高科技產業做為發展主力，繼之於1995年推動「發展臺灣成為亞太營運中心計畫」，以高科技產業為基礎，規劃製造、海運、空運、媒體、電信及金融六大發展中心，藉此吸引國內外企業以臺灣作為據點，投資並開發亞太市場，發揮臺灣在亞太地區的經濟戰略地位。

In response to the relocation of labor-intensive industries from Taiwan, the government announced the “Statute for Upgrading Industries” in 1991, designating ten high-tech industries as the main drivers of development. Subsequently, in 1995, the government initiated the "The Development of Taiwan as the Asia-Pacific Regional Operations Center Project." Based on the foundation of high-tech industries, it planned to establish six major development centers in manufacturing, shipping, aviation, media, telecommunications, and finance. The goal was to attract domestic and foreign enterprises to choose Taiwan as their base, invest in and develop the Asia-Pacific market, and leverage Taiwan's strategic economic position in the Asia-Pacific region.
