1973年全球爆發石油危機,各國實施貿易保護政策,臺灣出口受阻,經濟發展面臨瓶頸。此時期政府喊出「今天不做,明天後悔」的口號,規劃十大建設,除進行鐵路、機場、港口及電力等基礎工程,並積極發展第二次進口替代產業,提高鋼鐵、造船及石化重工業原料的自給率,不再全面仰賴進口,臺灣因此走向新興工業化經濟體的道路。
In 1973, a global oil crisis erupted, leading to the implementation of trade protection policies by various countries and hindering Taiwan's exports. The economy faced bottlenecks in its development. During this period, the government proclaimed the slogan "Do it today, or regret it tomorrow" and planned for the Ten Major Construction Projects. Apart from carrying out infrastructure projects such as railways, airports, ports, and power facilities, Taiwan actively developed the second wave of import substitution industries. By increasing the self-sufficiency rate of raw materials for steel, shipbuilding, and petrochemical heavy industries and reducing reliance on imports, Taiwan embarked on the path towards emerging industrialization and an economic transformation.
